This paper elucidates the current state and the critical issues of child abuse in an attempt to propose a more effective framework and methods for child abuse prevention. Methodology: a case study of a court case of fatal child abuse, despite the involvement of official organizations (e.g., child consultation office, mental support center for children and young people, and police), was analyzed to expose the problems in the anti-abuse system in Japan. These problems were then examined through comparison with the guidelines in the UK. The following aspects were revealed through the above study. First, the existing manual employed by the Ministry of Health, Labour and Welfare as a guideline lacked stipulation for specific procedure for child abuse prevention. Second, a comprehensive and continuous follow-up mechanism for abused children failed to function. Third, the on-site inspection and custody of abused children by the child consultation office did not premise legal intervention. Fourth, parental custody stood as the major impediment to the child-parent separation. Safe protective custody for abused children requires a unified national standard concerning the role and authority of the organizations in charge (including their legal binding force). Evaluation and validation of the standard’s implementation, as well as accountability, was also necessary.
