Specifically, comparative study between Japan and Korea, in addition to the historical analysis, was employed to elucidate the reality and purpose of such policy at the time and deviation of administration from the policy. In the pre-war Japan, the welfare programs for the disabled by the national government started out militarily,i.e., the job security policy for the disabled war veterans.
