In this paper, this social securlty system is taken up as a candidate for research. First, powerful backup of the government finances in the foundation process of the city residents minimum life securlty system is analyzed. After explaining the birth circumstances of the farm village residents minimum life security system next, the structure and various problems of this new system are analyzed.
