 WUBAOHU are the household that receiving five social security services, which is security of food, security of clothes, security of a residence, security of a medical treatment, and security of a funeral. For those WUBAOHU, a local autonomous body has a responsibility to support it as giving life resources. For the support form, there are concentration type support and dispersion type support.
 This paper aims to consider the history, mechanism, enforcement situation and safe of resource of this social security system.},
