This study explores the abolition and reorganization of countermeasures for wounded soldiers, the closure of military protection centers, SCAPIN and the postwar welfare policy (the formulations of SCAPIN 333, SCAPIN 404, the origin of welfare policy, and the establishment of SCAPIN 775), and the theory analysis of the policy process. The results of the present investigation reveal that in a unique process, the present form of the public aid system was not directly discussed in the construction of the principle of public aid.
