| 内容記述 | 中国の農村地域では、従来の社会救済利度の役割をとって代わるために、1990年代から農村住民最低生活保障制度が整備され始めた。本稿では、この社会保障制度を研究対象として取り上げる。まず、都市住民最低生活保障制度の創設過程における政府財政の強力なバックアップを分析する。次には農村住民最低生活保障制度の誕生経緯を明らかにした上で、この新しい制度の仕組みや様々な問題点を分析する。結論としては以下の点を指摘することができる。（1）都市住民最低生活保障制度が急速に整備できたのは、政府がますます多くの資金を投入していることが最大の要因である。（2）農村最低生活保障制度はほとんどの地域で一応普及してはいるものの、財源の確保、法制化、管理等においては依然として多くの課題を抱えている。（3）農村住民最低生活保障制度の構造的欠陥を改善するために、中央政府と地方政府の財政責任を法律で定めることは必要不可欠である。 | |||||

| 内容記述 | In the farm village area in China, in order to replace the role of the conventional social relief system, the farm village residents minimum life securlty system began to be improved from the 1990s. In this paper, this social securlty system is taken up as a candidate for research. First, powerful backup of the government finances in the foundation process of the city residents minimum life securlty system is analyzed. After explaining the birth circumstances of the farm village residents minimum life security system next, the structure and various problems of this new system are analyzed. The following points can be pointed out as a conclusion. （1）As a result, government's injecting many funds increasingly, the city residents minimum life security system was able to be improved quickly. （2）Although the farm village minimum life security system has spread in almost all areas, it is still holding many subjects in reservation of a source of revenue, legislation, management, etc. （3）In order to improve the structural failure of the farm village residents minimum life security system, it is indispensable to define the financial responsibility of the central government and the local government with law. | |||||
