| 内容記述 | 本稿の目的は、日本と韓国の視覚障害者教育政策の歴史的変遷を整理、比較研究し、障害者福祉政策のための1つの方向性を提示することにある。 また、本稿では、日本における視覚障害者教育政策の史的展開と韓国における視覚障害者教育政策の史的展開の、大きく2つに分けて考察を続けた。まず、日本における視覚障害者教育政策の史的展開は、盲学校の誕生、盲教育制度、教育方法の変遷、普通科重視の教育などの内容である。次に、韓国における視覚障害者教育政策の史的展開ほ、済生院の設立、盲教育制度、教育方法の変遷、ソウル盲学校などがその内容である。 |

| 内容記述 | The formation of this study is to review and reorganize the historical changes of the policies of the education for the visually disabled in comparison between Korea and Japan, and then propose a positive direction for the policies of the welfare for the visually disabled. Firstly the two countries historical developments of educational policies for the visually disabled are analyzed and studied individually. In Japan measures were taken in setting up the schools fol the blind, revising the educational system and its method and paying attention on normal classes. Secondly, in Korea the following is the content of the development, e.g.establishing the Saiseiin, revising the educational system and its method and setting up the Seoul school for the blind. |
