| 内容記述 | 戦後における障害者政策の成立を明らかにし、以降の政策展開を見出していくには、占領初期の障害者政策、具体的に福祉・雇用法政策の動向に関する考察が重要である。ただ、終戦直後、主に1946年から1947年までの障害者政策の時期的動向に特化したアプローチは皆無に等しい。 このような問題意識に基づき、本稿の目的は、戦後、1946年と1947年における障害者政策、とくに福祉・雇用法政策の動向を考察することである。本稿の意義は、当時における障害者福祉・雇用法政策動向の解明に一助となることである。また、本稿の研究内容は、傷痍者対策の出発点、傷痍者保護対策、傷痍者保護対策へ向けた動き、職業安定法の制定と身体障害者職業安定要綱、障害者運動と盲人の針灸存続運動、考察などである。 To clarify the establishment of the postwar disability policy and determine the subsequent policy development, it is important to consider the policy in the early occupation, specifically law policies trends in welfare and employment. However, immediately after the war ended, no approaches primarily focused on the temporal trends of disability policies from 1946 to 1947. Based on this awareness of the problem, this paper aims to consider trends in postwar disability policies, especially law policies about welfare and employment in 1946 and 1947. The significance of this paper is to help elucidate the law policy trends of the welfare and employment for the disabled during that time. Additionally, the research content herein includes the starting point for measures against the injured person, measures for protecting the injured person, movement to protect the injured person, establishment of the employment stabilization law and employment stability summary for the physically disabled, a practitioner in acupuncture, and moxibustion persistence and disability movements, among others. |
