| 内容記述 | 障害者施策の史的展開は、社会福祉の動向と決して無関係ではない。とくに、日本における社会福祉の動向は、第二次世界大戦の前と後に分けて考えることができる。 本稿の目的は、戦後日本における障害者施策の時期別動向の概略を考察することである。本稿の内容は、Ⅰ 戦前の障害者福祉、Ⅱ 戦後の障害者福祉 １ 障害者施策の生成期、２ 障害者施策の発展期、３ 障害者施策の調整期、４ 障害者施策の転換期、回顧と展望などである。ただし、2014年以降の障害者施策に関しては、考察の対象外とした。日本の障害者政策は、成立当時の社会的状況に根拠していることと、その中でも、社会生活を営む上でのハンディの大きい重度障害者に焦点を当てた政策の実現が最大の課題であることなどが理解できる。 The historical development of policies for people with disabilities runs parallel to the trends of social welfare. In fact, the development of social welfare in Japan may be clearly distinguished into two periods that evince clear tendencies: before and after the Second World War. After providing an overview of the pre-war circumstances pertaining to welfare policies for people with disabilities, this paper discusses the temporal trend shifts in such policies in postwar Japan. To this end, the paper is structured into the following sections: the embryonic stage; the development stage; the adjustment stage; and the turning point. This ultimate stage denotes the time of retrospection and of the development of a clear stance with regard to the institution of policies for people with disabilities. Finally, the paper discusses policies for people with disabilities instituted in Japan before 2014. The study discovered that Japan's disability policy is based on the social circumstances that prevail at the time of its formation. In addition, Japan’s biggest challenge is the realization of policies pertaining to the social assimilation of people who have severe disabilities. |
