| 内容記述 | 本稿の目的は、SCAPIN 333からSCAPIN 775に至る戦後福祉政策の動向を概観し、それを政策過程の観点から考察することである。本稿の内容は、傷痍軍人援護対策の廃止と再編・軍事保護院の廃止、SCAPIN と戦後福祉政策（SCAPIN333の策定、SCAPIN 404の策定・福祉政策の原点、SCAPIN 775の成立）、政策過程に関する分析理論、考察などである。 その結果、この期間は既存の公的扶助制度の在り方などについては直接論じられることのないまま、公的扶助の原則が形成されてくるという特異なプロセスであったといわざるを得ない。また、本稿の意義は、SCAPIN 333からSCAPIN 775に至る一連の政策過程への概観と考察が、同分野研究の一助となることである。 This paper aims to outline the trends of postwar welfare policies from SCAPIN 333 to SCAPIN 775 and to consider it from the viewpoint of the policy process. This study explores the abolition and reorganization of countermeasures for wounded soldiers, the closure of military protection centers, SCAPIN and the postwar welfare policy (the formulations of SCAPIN 333, SCAPIN 404, the origin of welfare policy, and the establishment of SCAPIN 775), and the theory analysis of the policy process. The results of the present investigation reveal that in a unique process, the present form of the public aid system was not directly discussed in the construction of the principle of public aid. The findings with regard to the series of policy processes that are summarized and investigated in this paper (from SCAPIN 333 to SCAPIN 775) will be useful for future research in the field of social welfare. |
